Pursuant to 15 U.S.C. sect. 2063(a), the parties identified in paragraph 3 hereby certify, based a reasonable testing program, that the products identified in paragraph 1 comply with the regulations, rules, bans and/or standards identified in paragraph 2. 

Paragraph 1.  Specific Product Covered by this Certificate.
This certificate covers the following products:
Belle Baby Carriers in the following styles: Black, Cappuccino, Sky, Lilac,  Cherry Deco, Orange Blossom, Cheetah, Organic Black, Organic Denim, Organic Sand, and Organic Moss. 

Paragraph 2.  Specific Regulation(s), Rule (s), Ban(s), or Standard(s) for which this product is being certified are:
CPSIA 101(a)(1) Lead Content Ban
CPSIA 102(a)(1) Phthalate Content Ban (note that baby carriers do not fall under the defined product category for the phthalate ban, however, we have chosen to voluntarily adhere to the same standards.)

Paragraph 6. Details Regarding Reasonable Testing Program

Analysis of materials is conducted as part of Belle Baby Carrier’s reasonable testing program upon which this certification is based.  Lead content of all components and fabrics was tested by a certified examiner using an XRF analyzer and some materials were tested through laboratory analysis as well.  The reasonable testing program for phthalates takes into account technical review of component materials, removal of components with noncompliant levels of banned substances, and testing or replacement of materials with unknown compositions.
